IJSBA REQUIREMENTS
The 2004 IJSBA World Finals is sanctioned and governed by the IJSBA. All participants must be a current IJSBA competition member or IJSBA affiliate member in good standing and must present proof of valid membership in order to compete. Please bring your IJSBA or IJSBA affiliate membership card to check-in. If you do not have your card with you, be prepared to pay for a new one at check in.

MANDATORY RIDER CHECK-IN/PRE-RACE INSPECTION
Check-in and pre-race technical inspection are mandatory for all riders to gain entrance to the race site and access to the water (practice and racing). Check-in and pre-race technical inspection begins on Saturday, October 2, at the brick boathouse in the pit area at the Crazy Horse Campground. After Saturday, all other check-in will be at the main entrance will-call booth. Photo identification and IJSBA or IJSBA affiliate membership card will be required. You must sign the waiver on your entry form at check-in. Note: Riders may check in early.

Riders must check-in and have their boat pre-tech inspected at least one day prior to the day of competition. Review the schedule below to plan your arrival. Note the changes in the schedule.

Check-In Time
Saturday, October 2 - Noon to 6:00 pm (Brick Boathouse)
Sunday, October 3 to Friday, October 8 - 7:00am to 3:30pm (Will-call booth)

Pre-Tech
Saturday, October 2 – Noon to 6:00 pm (Near Brick Boathouse)
Sunday, October 3 to Friday, October 8 - 10:00am to 2:00pm (Near Brick Boathouse)

Every participant is required to have his/her watercraft tech inspected, and it is the responsibility of the rider to submit his/her watercraft to the Technical Director for pre-race safety inspection. Inspections will be done each of the days near the brick boathouse in the pit area. Pre-race inspections do not certify that the watercraft is qualified or constituted as legal for class participation. The Technical Director may prohibit any personal watercraft from competing that does not meet IJSBA technical requirements. To keep the check-in and tech inspection lines moving smoothly, please prepare in advance and be sure your watercraft complies with all of the pre-race inspection criteria as described in the 2004 IJSBA Competition Rule Book (see page 67, Sec 19.1). The 10 most common items that prevent a watercraft from passing inspection are the following:

1. Flexible tow loop not installed.
2. Proper-sized numbers and backgrounds not displayed on both sides of the watercraft.
3. IJSBA decals not displayed on both sides of the watercraft.
4. Lanyard stop switch not working properly.
5. Handlebar grips not secure.
6. Battery not connected or charged.
7. Flame arrestors not installed and fuel lines not secured with zip ties.
8. Sharp bumper mounting hardware.
9. Sponsons or sponson mounting screws too sharp.
10. Throttle cable housing not secured to an aftermarket throttle lever.

PIT PASSES/WRISTBANDS
Competitors will be issued the following wristbands:

  • One (1) RACER wristband
  • Two (2) HOLDER wristbands
  • One (1) CHIEF MECHANIC wristband

Competitors can purchase the following at a discounted price:

  • Four (4) SUPER PASS wristbands

The RACER and HOLDER wristbands provide access to the staging area, starting line, pit area and general admission spectator area. The CHIEF MECHANIC wristband provides access to the Tech area only and must be worn with either a HOLDER wristband or a SUPER PASS wristband. SUPER PASS wristbands provide access to the pits and general admission spectator areas only.

NOTE: Security in the Tech area will be strictly enforced. Only the rider and his one (1) chief mechanic will be allowed in the Tech area for Post-Race Tech Inspection. Individuals holding a RACER or CHIEF MECHANIC wristband but are not required to be in Post-Race Tech Inspection will be removed from the Tech area and may be subject to fines or further discipline as outlined in the 2004 IJSBA Competition Rulebook. In addition, individuals found in the Tech area without valid wristbands will be removed and may cause the competitor that they are associated with to be subject to fines or further discipline as outlined in the 2004 IJSBA Competition Rulebook.

Racers will be required to show ID and a current IJSBA Competition License or affiliate license to receive wristbands. Each person issued a wristband must sign a release and waiver of liability at check-in or at the will-call booth. The four (4) additional SUPER PASS wristbands can be purchased at a discounted price during rider check-in or at the will-call booth (between 7:00am and 3:30pm daily). Riders who wish to purchase their entire allotment of wristbands will be given vouchers for persons not present at check-in. The vouchers may be exchanged for wristbands after signing the Release and Waiver at check-in or the will-call booth.

The IJSBA reserves the right to revoke wristbands given to other individuals. In addition, individuals in possession of counterfeit vouchers or wristbands will be subject to removal from the event, fines or further discipline as outlined in the 2004 IJSBA Competition Rulebook.

Wristbands will not be issued to anyone other than a registered rider unless prior arrangements have been made with the IJSBA. If someone will be checking in on behalf of a rider, the rider must complete the authorized person information included in the on-line registration or contact Kelly Lezay by e-mail at Kelly@ijsba.com, by Friday, September 17, to make arrangements.

RIDERS MEETINGS
It is mandatory that all participants attend the published riders meeting at the scheduled time for each of the classes entered. Roll call may be taken. Absenteeism may result in a fine and/or restriction from racing.

RACING ETIQUETTE
All riders are expected to operate his/her personal watercraft in a safe manner at all times. Any reckless/dangerous riding, intentional blocking, intentional hitting, or other such un-sportsmanlike conduct may result in exclusion or ejection from the event with the additional penalty or penalties of a fine, loss of points, suspension, disqualification or any combination of the above, as stated in the 2004 IJSBA Competition Rulebook, Section 18.3, page 65.

POST-RACE TECH INSPECTION
All participants who start a race must proceed to the tech-inspection area and submit their watercraft for inspection immediately following the race. If you have a mechanical failure or any other problem on the course you must still proceed to tech to notify the Tech Manager. Failure to submit your watercraft immediately for inspection may cause you to be disqualified. Additionally, the seat and/or hood may not be removed prior to inspection or the rider may be penalized.

PIT NOTES
Pits will open for parking on Thursday, September 30. Pit area staff will assist you in selecting a suitable pit location and to help maintain order. The waterfront pit area will be available for tents and equipment only. Only trailers and watercraft will be parked in the main pit area. All other vehicles will be parked in a separate designated area. ATVs will be allowed, providing the rules for their operation are followed (see Pit Vehicle section). No Parking signs are posted on all access roads and fire lanes inside the campground. Please obey these signs. Violators are subject to fines and towing.

Please be aware of the following:

Novice, Amateur Veteran and Masters riders will be given one (1) 4-day pit-parking pass valid from Saturday, October 2 through Tuesday, October 5. At the conclusion of racing on Tuesday, all Novice, Amateur Veteran and Masters riders must remove their vehicles from the pit area by 8:00pm.

Expert, Sport, Amateur Freestyle and Pro-Am riders will be given one (1) pit-parking pass, valid from Saturday, October 2 through Friday, October 8. At the conclusion of racing on Friday all Expert, Sport, Amateur Freestyle and Pro-Am (not competing on Saturday and Sunday) riders must remove their vehicles from the pit area by 8:00pm.

Pro, Pro-Am Women, Pro-Am Runabout 800 and Amateur Junior 14-15 riders will be given one (1) pit-parking pass, valid from Saturday, October 2 through Sunday, October 10.

Additional pit-parking passes are not available. Additional parking is available for a daily fee on-site adjacent to the Crazy Horse Campground.

NOTE: Overnight camping will not be allowed in the pit area. If you would like to camp within the Crazy Horse Campgrounds (excluding pit area), you must make prior arrangements with Crazy Horse by contacting them at (928) 855-4033.

All general rules of the Crazy Horse Campground, the IJSBA and the event will be strictly enforced.

Note: The pit gates will close at 10:00 pm each night. No passage through the gate will be allowed after this time until the gates re-open at 6:00 am the following day.

NO PETS
Pets are not permitted in pit or spectator areas.

PIT VEHICLES
Pit vehicles (3-wheelers and 4-wheelers) are popular among the racers, but can be a nuisance to others. These vehicles will be allowed in the pit area only, provided a few rules are followed. Riders violating these rules may have their vehicles impounded and will be fined accordingly.

1. 5-mph speed limit must be observed at all times.
2. Rider must be hauling a PWC or equipment.
3. No passengers are allowed on vehicles.
4. No riding in the spectator area.
5. No Go-Ped riding will be allowed in the pit area or on site.

RACE GAS
VP Racing fuel will be available on site in the pit area starting at 12:00 pm on Saturday, Oct. 2.

Note: Only unleaded gasoline may be used as engine fuel in all classes of IJSBA competition. Riders should be aware that most commercially available unleaded fuels and oils would meet this criteria. However, some may contain additives causing them not to meet other IJSBA rules requirements. Fuel testing will be available beginning Saturday, October 2, at noon.

HELMET/PFD
A properly fitting, full coverage helmet with chin and mouth protection (face shield removed) that meets current DOT or SNELL FOUNDATION’S M-rated standards must be worn at all times while on the water. Helmets with bolt-on chin guards are not allowed. Freestyle competitors must also abide by the rules except during their actual competition. A U.S. Coast Guard-approved Type III personal floatation device (PFD) in sound condition must also be worn at all times while on the water, including practice. Fines will be assessed to all riders in violation of these rules. Foot, leg and back protection are recommended.

FIRE EXTINGUISHERS
By request of the LHC Fire Department, a minimum of one dry chemical (ABC Type) fire extinguisher must be located in your immediate pit area when fuel is being stored or dispensed. If you don’t have a fire extinguisher, you must obtain one prior to the event.

WATERCRAFT SOUND LEVELS
The 86 dB(a) at 75 feet sound-level maximum will be constantly monitored and enforced during the eight days of racing at Lake Havasu. Please be sure your watercraft is in compliance.

IJSBA RACING NUMBERS
Numbers and backgrounds must meet IJSBA criteria as set forth in the IJSBA 2004 Competition Rulebook Section 17.11.4, page 63 which states that, “Racing numbers must be a minimum of 18cm (7 in.) high and spaced at least 13mm (0.50 in.) apart. Standard block-type numbers without shading or outlining must be used. It is the rider’s responsibility to ensure that the numbers are easy to read.” You may be asked to change your numbers if they are illegible for scoring purposes.

Use the racing number(s) you indicated on your entry form. If there are duplicate race numbers in your class, you may be asked to change your number at check-in. Replacement numbers will be available at check-in on Saturday, and thereafter at pre-race tech inspection. Expert, Pro-Am and Pro riders may run their national numbers earned during the 2003 season, otherwise must use numbers 101 and up. All Novice and Amateur riders must use numbers from 101 and up.

International riders must display the appropriate country code prefix along with their numbers. Letters and numbers will be available from the IJSBA at rider check-in on Saturday, and thereafter at pre-race tech inspection. (Refer to section 17.11, page 63 and 23.1, page 83 of the 2004 IJSBA Competition Rule Book for size and placement information as well as the list of country codes.)

IJSBA DECALS
IJSBA decals must be displayed on each side of your watercraft per instructions provided on the reverse side of the decal. Decals will be available at check-in, the scoring trailer and pre-race Tech inspection.

CONTINGENCY PROGRAM
Contingency programs will be available for the 2004 World Finals. It is the responsibility of the rider to meet all the necessary requirements as set forth by the vendor and the IJSBA in order to qualify for contingency consideration. Requirement information will be available at pre-race Tech inspection.

COMPETITION FORMAT
Overall titles for all Novice, Expert and Amateur Veterans Runabout classes will be determined by points earned in two (2) closed-course motos using the Moto Scoring system (see section 17.10.7, page 62 of the 2004 IJSBA Competition Rule Book) combined with the points earned in a corresponding slalom competition. The 60-point scoring system will be used to award points to the overall closed-course finishers while the 20-point scoring system will be used to award points for slalom competition. Closed-course entry fees include the corresponding slalom entry for those classes, which is required for an overall title.

Overall titles for all Amateur Junior 14-15 Ski, Masters, Sport, Modified and Pro-Am classes will be determined by points earned in two (2) closed-course motos using the Moto Scoring system (see section 17.10.7, page 62 of the 2004 IJSBA Competition Rule Book). The 60-point scoring system will be used to award points to the overall closed-course finishers. No slalom is required.

Overall titles for Pro Ski and Pro Runabout classes will be determined by points earned in three (3) closed-course motos with points for all three motos added together to determine the overall title. The 60-point scoring system will be used for each moto to award points to the overall closed-course finishers. No slalom is required. As an example, a rider finishing first in all three motos will earn 180 points.

A separate watercraft may be used for slalom competition and closed-course competition. However, both must comply with the rules for the designated class. Example: If racing for a Limited-class overall title, the watercraft used for slalom must comply with Limited-class rules. Additionally, separately used boats will also have to report to the tech area for inspection.
